A locally rooted and globally engaged political scientist, public intellectual and activist with over three decades of leadership across grassroots action, academic scholarship and public policy transformation. Widely recognised for integrating the power of ideas, institutions and inclusive mobilisation to advance democratic renewal in India and contribute to thought leadership.

Current Roles

Currently serving as National Advisor to #KKC {Indian National Congress}, Rashtriya Punjabi Mahasabha and AGNIPATH ; Dr. Madaan provides strategic leadership and policy direction on issues concerning unorganised workers, marginalised communities and the Punjabi diaspora -effectively bridging ground-level realities with institutional and constitutional frameworks.

Academic & Global Engagement

Engaged as a speaker, participant, academic visitor/observer and contributor at leading global institutions including Oxford, Cambridge, LSE, University of Birmingham, Trinity College Dublin, LUISS Rome, Jeju (South Korea), UCD, DCU, Vatican City, and others.

As a Visiting Scholar and Associate at the Indian Institute of Advanced Study (IIAS), Shimla, Dr. Madaan has delivered lectures on Dr Ambedkar’s constitutional vision, societal concern, inclusiveness and federal democratic structures —bringing historical depth to contemporary mobilisation and public discourse.
