• Complete cadre-based restructuring from Block to AICC.

• Revive all departments and cells with active public participation — Women, Youth, Farmers, Labourers, Minorities, SC/ST, OBCs, Professionals, RTI, Legal, Training, Social Media, Overseas Units.

• Establish a permanent Congress Leadership Institute for ideological, political, and organisational training.

The future lies not in positions, but in commitment.

2. Reviving the Ideological Core: From Gandhi to the Constitution

Politics is not just electoral arithmetic — it is a battle of ideas.

Congress must reconnect people with its ideological legacy:

• Strong public discourse on secularism, inclusion, social justice, and economic equality.

• Launch of a nationwide “Jan-Chetna Abhiyan” (Public Consciousness Campaign) — focused on the Preamble, civic literacy, and democratic values.

• Place the Preamble of the Constitution at the heart of every campaign.

When the ideology is strong, power follows.

3. Electoral Strategy: From Booth to Rashtrapati Bhavan

For Assembly Elections (2025–2027):

• Data and dialogue-based candidate selection.

• Scientific, social, and caste coalition strategies.

• Strengthen regional leadership with accountability and autonomy.

For Presidential/Vice-Presidential Elections (2027):

• Congress must lead the moral coalition around constitutionalism and pluralism.

Let alliances be built not just on seats, but on shared ethics.

4. Political Integrity: From Opportunism to Ideological Loyalty

• Deny leadership to those who abandon the party during crises.

• Promote hard work, loyalty, and integrity as core organisational values.

• Replace “network-based” selection with merit-based and commitment-driven leadership.

Politics must be driven by principles, not personal gain.

5. Communication, Information & Organisational Transparency

• A three-fold strategy: Information – Dialogue – Security system.

• Set up Digital War Rooms, grievance redressal portals, helplines, and data-driven political dashboards.

A strong organisation must listen, learn, and act.

6. Digital Strategy: The Screen is the New Battlefield

• Campaigns through WhatsApp clusters, micro-messaging, Instagram reels, and trend-driven videos.

• Establish Digital Volunteer Units in every district.

• Form Rapid Response Teams to counter fake news swiftly.

Digital space must serve democracy — not monopolies.

7. Global Engagement and Policy Advocacy

• Launch Congress for Global Justice — a platform to connect with Indian diaspora, UN bodies, global NGOs, and academic institutions.

• Champion SDGs, climate justice, digital equity, labour rights, and global constitutionalism.

The vision of Congress must be global, not just national.

8. Reimagining Leadership: Accountability, Dialogue, and Inclusion

• Adopt a performance-based leadership model.

• Encourage senior–junior mentorship: experience meets energy.

• Empower women, youth, professionals, and marginalised communities in decision-making.
